I've tested this multiple times in prep for Viscidus in AQ40 with iceblade hacker, I did have the frost bolt proc weapons prior to that and they work fine. This means you don't get frost dmg added to a weapon that states it does additional frost damage. Bis AQ40 frost weapons for viscidius After extensive testing on a Light's Hope copy PTR I determined that weapons with a constant frost damage range have no influence of viscidius for progress towards freezing him (i.e Hurricane/Iceblade hacker/Warblade of the Caer Darrow etc).

Frost Oil in principle has two uses.
First, it is used in order to obtain the 'Nifty Stopwatch' from a quest in the Badlands.
Second, it is a vital piece of the Tribute Run performed on Diremaul North.
As such, it is worth quite a bundle.

Farmed Iceblade and tested it, it shows as physical dmg as stated above so I think it don't count as a frost dmg to Viscidus either. Best options are the Weapons that proc's frost dog the most enchanted with icy chill + frost oil in the weapon.

For those of you interested in actually using this (I made a lot of it to grind up alchemy, and its not selling on my server, so I use it pretty frequently), it procs pretty often. Usually once or twice in a fight (sometimes more). When it goes off, it does about 40-45 damage (cold, obviously) and slows the target's movement speed (not attack speed) by 40% for a brief amount of time (not totally sure on the duration, maybe 6-8 seconds). It can be a nice little bonus, but getting a sharpening/weight stone would probably add more dmg.
Oh, and it adds a nice blue glow.

im alchemik and i make a lot of these!!! they sell for about 1-2g on auction house EACH i love these. they are very usefull in fights... especially for casters and hunters.when u attack and it actually makes a frost bolt u can run quickly farther away and shoot at ur enemy easily since frost bolt fades only after 8 secs u have time to cast few times or shoot without getting any interuption or dmg

This item can help significantly, if dual-wielded by all melee-DPS like Rogues, in freezing Viscidus in AQ40.

This oil are needed for 2quests and for 7items to make them and i it gives your weapon a blue glow you dont see it much if you have such as Mongoose Fiery weapon or crusader or something that glowes alot and it love this oil it makes alot of money

This is also required in blacksmithing, Frost Tiger Blade, and others. And also seems to be non existent on my server (Drak'thul). I'm gonna have to create a Ally just to get Frost!

The Oil might also require a weapon of the same level (30+), As I tried to apply it to my level 22 Reef Axe when I dinged 30, It stated that the target level was too low

For those of you who use the 'QuestHelper' Mod There is no reagent vendor in Orgrimmar to buy this from, so don't run across the whole city to buy one where quest helper tells you to.

It casts frost bolt.
Frostbolt deals frost damage and slows the target.
Take from that what you will.

Really, it's not terribly useful for use on weapons, the same with all the other oils. It's mainly used by other classes (tailoring, blacksmithing, and engineering I know use it.)

Does Frost Oil also work for casters? Just wondering if you cast a spell and then the oil procs or if you'd actually have to USE the weapon.(The oil also makes the weapon glow a slight blueish color,not sure if they did away with that though.)

Frost Oil is also the requirement for the Quest 'Coolant Heads Prevail'
This quest is given by Lotwil Veriatus in the Badlands at loc. 25,45

Tested out on a 45 warrior this did 35-40 damage each time it procced, and slowed the target to 60% movement speed for about 5 seconds.

the cheapest way to get this is probably to buy the mats:
4xKhadgar's Whisker
2xWintersbite
1xLeaded Vial
and get a friendly alchemist to make it for you.
If you are an alchemist, the recipe for this item is sold by a little goblin guy (Bro'kin) on a wall of the camp of elite ogres near up the road from Tarren Mill in the Alterac Mountains. Limited supply though.

Frost oil on my server is too expensive to be used on a weapon. However, it's very popular for Dire Maul North runs, for Tribute.

To get Nifty Stopwatch, you need to complete:
Gyro... What? requires Gyrochronatom.
Coolant Heads Prevail requires Frost Oil.
Study of the Elements: Rock by killing Lesser Rock Elemental for Small Stone Shard.
Study of the Elements: Rock by killing Rock Elemental for Large Stone Slab.
Study of the Elements: Rock by killing Greater Rock Elemental for Bracers of Rock Binding.
This unlocks This Is Going to Be Hard which leads to This Is Going to Be Hard which awards Nifty Stopwatch.
Keep in mind, the quest items drop off of specific mobs, so don't kill the other ones when you're doing each quest.
You can complete the other optional item turn in quests for Lucien Tosselwrench, but this is not necessary to complete the chain:
Liquid Stone requires Healing Potion and Lesser Invisibility Potion.
Stone Is Better than Cloth requires Patterned Bronze Bracers.
